Lowe's Storefront

Lowe's Home Improvement

The planned Lowe’s Home Improvement project at Loop 1604 and Coppergate is intended to serve as a major retail anchor for Converse’s Loop 1604 corridor. The development would expand access to home improvement products and contractor services while supporting employment, strengthening the local tax base, and helping position the corridor for additional commercial investment that benefits residents and the broader community.

Where The Project Stands Today

October 2026

Lowe’s plans to develop a 135,000-square-foot home improvement store in Converse, bringing a national retailer to the intersection of Loop 1604 and Coppergate. The project would serve residents, homeowners, and professional contractors while establishing a major shopping destination along the corridor.

As an anchor project, Lowe’s can help strengthen the corridor’s commercial identity and support its attractiveness to future businesses. The September 2026 TXP fiscal analysis models approximately $23.9 million in development investment and 125 jobs.

The analysis projects approximately $3.44 million in General Fund sales tax revenue and $1.79 million in City property tax revenue over ten years, plus approximately $860,000 each for dedicated street maintenance and economic development. These revenues could support municipal services, infrastructure, and continued investment in Converse.

A major retail anchor can turn corridor investment into practical community benefits: more shopping options, employment opportunities, and a broader tax base. For Converse, the project offers an opportunity to connect commercial growth along Loop 1604 with revenue that supports city services, street maintenance, and economic development.

Lowe’s Home Centers, LLC is the proposed developer and operator. The Converse Economic Development Corporation’s proposed role centers on assistance for eligible site improvements, subject to agreement requirements, while the City of Converse oversees applicable development requirements and occupancy approvals.

The project’s economic development framework connects assistance to private investment and documented site improvements. The proposed agreement provides for reimbursement after occupancy and verification of eligible expenditures, linking public support to delivery of the retail facility. Fiscal analysis helps evaluate the project’s potential contribution to Converse.

The intended long-term result is a stronger Loop 1604 commercial corridor anchored by a major retailer. By expanding the local shopping base and supporting additional business interest, the project can help Converse build a more diversified economy and generate recurring revenue for community priorities.
